The information coming out of NZTA has clearly indicated that they, and the CVST, will be taking a much stronger stand on compliance this year. Nobody should feel so smug that it will not affect them one way or another; nobody is perfect. The days of so-called willing and catch me if you can compliance look to be over. The last thing any operator wants is to get a phone call from NZTA or CVST saying they wish to call on you to discuss some compliance issues, often this is the start of the slippery slope which is difficult to recover from.
When it comes to non-compliance there should be no surprises, for some time operators have been getting their ORS reports and a simple analysis of these can show where things are going wrong or starting to go wrong. Relying solely of an ORS rating as an indicator that you are ok in terms of compliance is not good business, if you do this then you are not managing your business. A lot can, and does, happen between CoF inspections and unless you are subject to regular road side inspections a minor fault can develop into something much more serious and you may never know about it until it is too late. And remember ORS does not cover all compliance topic, RUC for example. Having systems in place to identify non-compliance is pointless if they are not supported by a regular audit to make sure they are still fit for purpose.
